What you’ll do

The Cluster Country Financial Controller (Vietnam & Philippines) provides specialist finance expertise to the local organization, ensuring that statutory reporting requirements and local tax requirements are fully in line with local legal requirements (local GAAP and tax legislation) and AZ accounting principles and standards. The Financial Controller overseesand collaborates with Global Finance Services (GFS) toensuresthat activities are fully compliant with local requirementsResponsibilities also cover the roll out of global projects at a local level and ensuring that systems and processes are fully functional. The Financial Controller is responsible for the local risk management and an accurate and up-to-date FCF framework at market level, ensuring that adequate controls are in place and operational to mitigate the risks in the market. Driving working capital management and a proactive supervision of DSO and DPO.

Typical Accountabilities:

Key accountabilities of this role are in the oversight of tax and statutory compliance, while ensuring satisfactory control environment in the business at all times.  This role will leverage on GFS for their support in performing day to day operational activities related to controllership matters including accounting, report, tax and financial control.

1. Tax:

  • Responsible for managing relationship with GFS, providing all necessary local business input for Direct Tax, Indirect Tax, Transfer Pricing Documentation and quarterly tax reporting process to facilitate timely submissions
  • Provide support GFS to establishing local transfer price recommendations to Global Tax
  • Ensure that local tax activities are fully in line with local legislation and Global tax policiesInforming CCFO on a regular basis on material financial risks, particularly in relation to tax audits
  • Be the single point of contact for country tax authorities during tax audits

2. Statutory and Management Reporting

  • Responsible for compliance with AZ Accounting Polices and standards and other requirements for timely and accurate of submission of Management Accounts data in the different group systems.
  • Continuously develop the relationship and ensure GFS knowledge meets the requirement to carry out their activities (enhance the communication and in case of necessity provide relevant support)
  • Oversight of GFS service delivery in timely and accurate completion, and filing of all local statutory accounts in accordance with local legal requirements

3.Internal control environment:

  • Manage the Company’s risk management and oversee FCF assessment process for the local market, ensuring risks are identified and adequate controls are in place and operational in the local market
  • Responsible for bi-annual FCF submission to Cluster CFO / Area Finance Director
  • Active participation in local compliance committee meeting, ensuring a satisfactory control environment in the business at all times
  • Responsible for updating local policies and procedures on a regular basis, i.e. local market SOPs
  • Observing the AstraZeneca Code of Conduct & Core values, and all other local and global policies and procedures stated by AstraZeneca in order to enhance AZ Corporate Reputation
  • Ensure a professional management of internal and external audits with a successful completion of the audits

4.Cash and Treasury

  • Supporting GFS in ensuring timely payments to the suppliers and managing relationship with local banks.
  • Provides professional stewardship of the company’s cash, in conformance with policies and procedures.
  • Ensures that the local company is properly funded. Monitoring that the local company is fully compliant with all internal and external policies and legislations (cash payments, T&E regulations, corporate cards etc.)

5. Information system

  • Acting as a functional analyst of those systems impacting the activities under his/her scope, guaranteeing the systems and processes cover the local statutory accounting and tax legislative requirements.

6.Local and global projects

  • Support local roll out of Finance Transformation projects in line with business needs
  • To join and support those projects which could impact the accounting and tax activities
  • Drive required decision at the local country level

7.Business Partnering:

  • Identifies and communicates key business performance insights, to provide clarity and drive decision making.
  • Provide statutory and tax advices in supporting business model change/new partnership deals

Education, Qualifications, Skills and Experience

Essential

  • Qualified finance professional with accounting accreditation (ACCA/CIMA or equivalent)
  • Minimum 13 to 15 years post-qualification experience, with minimum 5 years external audit experience and remaining years in managerial role of similar nature in commercial organizations.  Preference of BIG4 working experience.
  • In-depth understanding of regulatory/statutory requirements and governance principles, familiar with IFRS and SOX
  • Skill in analyzing and solving issues related to controllership areas
  • Vietnamese proficiency

Desirable

  • Demonstrated continuous personal growth and learning agility throughout leadership journey.
  • Pharmaceutical or other regulated industry experience highly desirable
  • Experience to manage other markets is preferable
